The waste is deposited so as to minimise the impact on the surrounding environment and to allow the formation of overlapping layers of waste, without compromising the stability of the previously deposited materials and the functionality of all the works present in the area. In establishing the area where the waste is to be deposited, the maximum stability and compactness of the waste is ensured to reduce the volume of storage and the production of leachate, ensuring optimal management of bulky waste and the homogeneity of the landfill. All waste landfill activities are carried out with suitable equipment carried out by appropriately trained operators. The internal road network to the landfill used by the vehicles used for waste disposal, is fully paved and passable in all weather conditions.

The plant is equipped with a drainage system designed to drain and convey towards the bottom of the landfill the leachate that has formed directly from the waste or due to the infiltration of rainwater into the landfill matter, to prevent the formation of a hydraulic head within the mass. The leachate is collected on the bed of the landfill through a system of slotted pipes which, thanks to the slope of the bottom, flow into wells equipped with pumps. The leachate collection wells are equipped with a suitable system for forced extraction of the leachate, as well as a level control system. The leachate which is collected in this way is conveyed to the liquid waste treatment plant set in the area beside the landfill. The treatment plant consists of an initial chemical and physical purification stage followed by a biological stage based on activated sludge. Three flows come from the treatment of the leachate: a flow of waste water which, after accumulating in a special tank, is discharged into the Fosso del Cassero in compliance with the regulatory limits indicated in Annex 5, Table 3 of Italian Legislative Decree 152/2006; a flow of concentrate which, after accumulating in a specific tank, is reintroduced into the landfill; a flow of sludge that is placed on the landfill after thickening.

The landfill is equipped with a system for the suction, conveying, combustion and thermal re use of the biogas produced (used in the purification plant). The biogas collection network, consisting of a series of extraction wells located on the landfill, aims to prevent the emission of greenhouse gases from the landfill and to convey the biogas to a thermal plant located near the plant.

The bottom liner system for the most recent batches consists of the following layers:

• 1 m thick compacted clay layer
• 2.5 mm thick HDPE geomembrane
• 1,200 g/m2 non woven geotextile
• 1 m thick gravel drainage layer

The final arrangement phase will be started once the landfill is saturated and involves works and measures designed to ensure the safety of the plant, the flow of rainwater, and the stability of the landfill. The multilayer barrier that will form the final cover of the landfill will include the following elements, from the bottom up:

• levelling layer
• biogas and leachate drainage layer
• low hydraulic conductivity barrier
• cover soil drainage layer
• cover soil
• slope erosion control layer

The cover that will be built will meet the criteria indicated in Annex 1, point 2.4.3 "Final surface coverage" of Italian Legislative Decree 36/2003.

The Monitoring, Surveillance and Control Plan attached to the authorisation act establishes the control methods and the maintenance activities, indicating the parameters to be monitored and the frequency of monitoring for each environmental media and each operating phase of the plants.
