Hestambiente is the Herambiente Group company that manages the Efw plants in Padua and Trieste. Padua Efw plant, located in Via della Navigazione Interna, dates back to the sixties and was the first plant in the country to recover electricity from waste incineration. There are currently 3 active lines. The first two (Lines 1 and 2) are old and although modernized over time and fully compliant with environmental standards, they require frequent maintenance. The third line, inaugurated in 2010, is of more modern conception. The waste-to-energy plant treats mainly undifferentiated urban waste and special urban waste collected in the area.

Hestambiente, in accordance with the needs of regional planning of waste treatment, is committed to guarantee continuity of service to the community for the next years with a modern and efficient plant able to ensure the best possible technical and environmental performance.

In order to obtain these benefits, the company has developed a project for the modernization of Padua Efw plant that foresees the replacement of the old Lines 1 and 2 with a line similar in configuration and capacity to the current Line 3.
The project, which will bring both environmental and industrial benefits, does not envisage any change in treatment capacity currently authorized
(maximum overall capacity of 245,000 tons/year).

The project details

The new line will have the same capacity as Line 3 and will replace Lines 1 and 2 with a more modern and functional facility. The new line will operate in parallel with Line 3 and will be fed by non-hazardous solid waste and non-hazardous liquid waste. The thermal energy deriving from the incineration of waste will be recovered in order to produce 176,000 MWh of electrical energy, and the new line will also be designed to transfer thermal energy. The technical solutions foresee the use of the best available technologies at European level (BAT - best available techniques) such as

  • the use of a dry flue gas purification system with double reaction stage and double filtration to obtain the maximum efficiency of pollutant removal and minimize water consumption and liquid discharges of the plant;
  • the installation of a continuous emission monitoring system at the plant chimney and a continuous monitoring system of process pollutants to intervene promptly and preventively on emissions with optimization of reagent consumption.

In conclusion, modifications to the plant input section and internal roadway are planned to minimize impacts on the roadway outside the plant.

ON 16th AUGUST 2021 THE NOTICE OF PUBLIC DEPOSIT WAS POSTED ON THE WEBSITE OF THE DEDICATED ORGANIZATIONAL UNIT OF THE VENETO REGION CONCERNING THE INTEGRATIONS (AND MODIFICATIONS) OF THE PROJECT AND THE DOCUMENTATION. WITHIN 15 DAYS FROM THIS DATE, ANYONE CAN FORMALLY SUBMIT THEIR COMMENTS TO THE PROJECT.
